We hope you join us for this month's CCIM Networking Luncheon and Panel Presentation. These veteran Austin-area property tax professionals will talk about current conditions in the local commercial real estate market and give their thoughts on how to reduce property taxes.

Marya Crigler has worked for the Travis Central Appraisal District since 2008 and has held the title of Chief Appraiser since 2011. Travis Central Appraisal District is responsible for determining the appraised value for all taxable property within Travis County and developing the appraisal roll that is used by local taxing units to impose ad-valorem taxes on property in the district. The appraisal district is the gatekeeper of fairness in the property tax system. By fairly and uniformly appraising all property at market value it ensures that all taxpayer pay only their fair share of the tax burden based on the value of their property. Marya earned a Bachelor of Science degree in Mass Communication and Media Studies from The University of Texas at Austin in 1992. Marya is a Registered Professional Appraiser (RPA) and is professionally affiliated with the following organizations, Texas Association of Assessing Officers, International Association of Assessing Officers, and Texas Association of Appraisal Districts.

Ray Head has 30 years of experience in providing property tax management and minimization services for owners, managers and developers of commercial and investment real estate. Mr. Head's clients have included many of the nation's most notable real estate investment trusts, institutional advisors, insurance companies, opportunity funds and private investor entities. His property type specialties include multifamily, office buildings, hotels/motels, industrial/warehouse/flex properties and land developments. In addition to the foregoing Mr. Head is a life-long resident of Austin, Texas and a frequent speaker on the subject of property taxation at local, regional and national levels.

Lonnie Hendry, Jr. is the Director of Commercial and Business Personal Property Appraisal at the Travis Central Appraisal District. Lonnie began working at TCAD in February of 2015 after nine-plus years of service at the Tarrant Appraisal District. He has over fifteen years’ experience in related real estate industries including conventional multifamily property management and development, commercial and residential leasing, brokerage, appraisal, and onsite management of low-income housing tax credit assets. Lonnie earned a Bachelor of Science degree in Business from Tarleton State University, and a Master of Science degree in Real Estate with a concentration in Sustainability from the University of Texas at Arlington (UTA). He also received a Graduate Certificate in Real Estate Development from UTA. Lonnie is a licensed real estate Broker, Registered Professional Appraiser (RPA), and has been an adjunct faculty member at Tarrant County College since January 2014. He currently teaches two college courses; Real Estate Appraisal and Real Estate Investments. He is also certified by the Texas Real Estate Commission to teach all pre-licensing and continuing education courses in the state of Texas.
His professional affiliations include IAAO, Urban Land Institute, U.S. Green Building Council, NAIOP, and State and National Association of Realtors.

Mark Hutcheson, CMI, CRE, leads the Case Resolution Team of the firm. He has achieved the CMI designation of the Institute for Professionals in Taxation (IPT) and serves on IPT's Board of Governors. Mark is also the Chair of IPT's CMI Designation Committee for Property Tax. Most recently, Mark received the CRE designation from the Counselors of Real Estate. Prior to joining the firm, Mark gained trial and governmental relations experience as an associate with the Austin office of Baker Botts. During his tenure at Baker Botts, the majority of his practice was devoted to complex civil litigation, representing publicly-held corporations, energy companies, and other businesses in a variety of commercial disputes. The remainder of Mark's practice involved lobbying activities before the Texas Legislature on behalf of several businesses and organizations, including the Texas Association of Property Tax Professionals. Mark served as a legislative assistant to former Speaker Gib Lewis and Representative Bob Glaze in the Texas House of Representatives and was an aide to Congressman Pete Geren in the United States Congress. Mark received a B.A. from the University of Texas in 1992 and graduated magna cum laude from Baylor Law School in 1996. While in law school, Mark participated in a variety of trial and appellate advocacy competitions and served as Managing Editor of the Baylor Law Review. Mark is admitted to practice in Texas and before the United States District Court for the Western District of Texas. He is a member of the Travis County Bar Association and the State Bar of Texas.

Moderator: Kirk Garza, MAI, CCIM, CMI received a B.S. from Texas A&M University in 2006 and graduated with a Master of Land Economics and Real Estate in December 2007. Prior to joining Popp Hutcheson, Kirk was the Senior Director for a privately owned commercial real estate appraisal company and was responsible for the valuation of various property types which included retail, industrial, multifamily, and office properties. Kirk is a Certified General Appraiser in Texas and holds the MAI designation of the Appraisal Institute. Kirk has earned the CCIM designation through the CCIM Institute and the CMI designation from the Institute of Professional in Taxation (IPT). Kirk is active in the ULI Young Leaders group, serves as the Vice President of the Appraisal Institute Austin Chapter, and serves on the Board of Directors for the Aggie Real Estate Network. He leads the Education Committee for the Central Texas CCIM Chapter and is an Advisory Board Member for the Master of Real Estate program at Texas A&M University. Kirk has also written several articles for Texas Real Estate Business regarding the challenges of valuing retail property.
